A standard VPS keeps its disk on one server, so a hardware failure takes it offline until that server is repaired.

The cluster detects the failure, isolates the failed host, and starts your VPS on a healthy host in the same cluster from the same disk. Your data and configuration are unchanged. Because the VPS restarts, anything held only in memory is lost, the same as after a reboot.
No. Failover for the server itself is handled for you. If you need zero interruption for an application, you can still run it across several VPS behind your own load balancer, and each of those VPS is highly available too.
No. High availability protects you from hardware failure. It doesn't protect against deleting a file, a bad deploy, or a compromised server. Keep your own backups for those.
